  • Taping: The Town of Nags Head respects the privacy of its citizens. It has never been town policy to tape anyone without his or her knowledge and it will not be while I am Mayor.
    The surreptitious taping of individuals is wrong. On Nov 7th the Board of Commissioners will adopt a policy regarding taping. I will introduce a policy that will forbid such taping.
    The incident reported in the press was an isolated incident that occurred under extraordinary circumstances. I support our building and code enforcement officials wholeheartedly.

  • Budget and Taxes:Nags Head beach I have demonstrated my commitment to responsible government. In the last 8 years, taxes have risen by less than 3%, while demand for services has almost doubled. I have advocated increasing the efficiency of our workforce using new techniques, equipment and technology.

  • Responsible Government: This is a key issue in this election. Some want government to cater to individuals and special interest groups.I have always worked for what is best for all of Nags Head. The town cannot allow itself to be intimidated by threats and lawsuits. We must continue to do what is right rather than what the self-interested few will profit from.

  • Workforce Housing: I support a regional approach to providing a mix of housing types. We must move quickly to ensure that we do not make it impossible for those who work on the Outer Banks to live on the Outer Banks.

  • Aesthetic Resources: Nags Head beachWe must work to protect the visual beauty of Nags Head. This incudes both the natural and built environment. I support incentives for business to include the Outer Banks style of architecture in their buildings. I also support an open space initiative. I call for a bond referendum in November of 2002 to provide funds to purchase land to be held as open space for our children and grandchildren.

  • Code Enforcement:We have to resolve these issues at several levels. First, we must improve the skills of our personnel in dealing with builders and citizens. We need to make sure that everyone is polite and fair in every circumstance, not matter how challenging. At the next level, we need to thoroughly review our rules and procedures to make sure that every hoop is necessary and pointed at the right goal. I periodically scratch my head when I here about issues like pool fences behind houses and the location of pump facilities. The rules we enforce should add more to the quality of our town than the difficulty of the project. Finally, we must demonstrate to the public that we are fair, evenhanded and easy to deal with. Only then will we overcome our reputation as the ogres of the Outer Banks. Until we demonstrate our ability to control growth and development in a user-friendly manner, the complaints will continue.

  • Water Quality: The Septic Health Initiative is an important step in preserving the excellent quality of the ocean and sounds that surround us. The next step is to review the impacts of storm water drainage and develop a plan to eliminate any pollution that it causes.

  • Traffic: I support the replacement of the center turn lane with a grassed median on US 158. This will increase safety and the capacity of the highway to safely carry vehicles. It will also be more aesthetically pleasing. We must develop a long range plan to eliminate the through traffic that clogs our highways. We must also look at alternatives to the car as our primary method of transportation within the Town. The completion of the multi-use path on the beach road will begin this process but it is only the first step. We need to investigate mass transit and alternate transportation methods to reduce the stress caused by the heavy summer traffic loads

  • Beach nourishment: Nags Head beachI support this important investment in our economic future. I believe a key to Nags Head's future is in the replacement of beach sand lost to erosion. This program will serve to protect our family vacation economy while increasing protection from storms and flooding. Some claim this program is welfare for the rich. In fact if we fail in our efforts then only the rich will be able to afford to accept the risk posed by storms and erosion. Nags Head can afford beach nourishment, what we cannot afford is to do nothing.
